    Framework for Prioritization of Open Data Publication: An Application to Smart Cities

    Public Sector Information is considered to play a fundamental role in the growth of the knowledge economy and improvements in society. Given the difficulty in publishing and maintaining all available data, due to budget constraints, institutions need to select which data to publish, giving priority to data most likely to generate social and economic impact. Priority of publication could become an even more significant problem in Smart Cities: as huge amounts of information are generated from different domains, the way data is prioritized and thus reused, could be a determining factor in promoting, among others, new and sustainable business opportunities for local entrepreneurs, and to improve citizen quality of life. However, people in charge of prioritizing which data to publish through open data portals (such as Chief Data Officers, or CDOs) do not have available any specific support in their decision-making process. In this work, a proposal of a framework for prioritization of open data publication as well as its application to Smart Cities is presented.     Linked Data Methodologies for Managing Information about Television Content

    OntoTV is a television information management system designed for improving the quality and quantity of the information available in the current television platforms. In order to achieve this objective, OntoTV (1) collects the information offered by the broadcasters, (2) integrates it into a ontology-based data structure, (3) extracts extra data from alternative television sources, and (4) makes possible for the user to perform queries over the stored information. This document shows the way Linked Data methodologies have been applied in OntoTV system, and the improvements in the data consumption and publication processes that have been obtained as result. On the one hand, the possibility of accessing to information available in the Web of Data has made possible to offer more complete descriptions about the programs, as well as more detailed guides than those obtained by using classic collection methods. On the other hand, as the information of the television programs and channels is published according to the Linked Data philosophy, it becomes available not only for OntoTV clients, but also for other agents able to access Linked Data resources, who could offer the viewer more fresh and innovative features

    En esta ponencia se presenta un estudio comparativo sobre la asignatura de introducción a la programación que se imparte en el primer curso de la Ingeniería en Geodesia y Cartografía en dos universidades. En la Universidad Politécnica de Valencia esta asignatura se denomina “Informática Aplicada”, y en la Universidad de Extremadura “Fundamentos y Lenguajes Informáticos”. Se realiza un análisis de los temarios, del método de evaluación y de la utilidad de la materia enseñada para otras asignaturas de la titulación. El objetivo de este artículo es servir de referencia a docentes, que impartan alguna asignatura de introducción a la programación en una ingeniería no informática

    Part 11: Integration of Power Electronics Systems with ICT - IInternational audienceThis paper presents a Smart Storage System able to manage the energy and the smart home devices of a house for optimizing the local consumption of energy, even if there is not renewable generation. The proposed system is composed by two main systems. On the one hand, the Local Energy Management units that will be located in the houses, which are able to maintain the power consumption under a maximum reference value and to switch on/off the devices in the house by using domotic protocols. On the other hand, the Central Energy Management and Intelligent System, that receives operation data from each local unit, analyzes them using behavioral and optimization algorithms and determines the best way in which each local unit has to operate, communicating the operation references back to them

    A Method for Systematic Adaptation and Synchronization of Healthcare Processes

    International organizations, as the World Health Organization (WHO) and national governments are constantly defining (or modifying) new healthcare protocols and procedures. Those changes have a significant impact, on one side, on the organizational concerns of a great number of healthcare institutions and centers, and on the other side, on their health information systems that need to be adapted according to the new (or modified) procedures. Administrative workflows are commonly defined by a high level entity and they must then be applied on different institutions ruled by this high level entity. Those workflows must then be adapted to the particular circumstances of each institution, complying with the general regulations of the process established at the top level. This problem, called Hierarchical Adaptation Problem, also implies establishing the methods to evolve together the high level regulation. Such methods must maintain the consistency among the different levels by means of the propagation of the changes to all the different adaptations of the original workflow. To solve this problem, this work introduces the Hierarchical Adaptation Method. A method based on ontologies to define the rules that must be satisfied by a generic workflow to be considered adaptable to different application cases and the rules that must be satisfied by its adapted versions. Moreover, it provides the operations to facilitate both adaptation of administrative workflows and propagation of changes

Nos interesa resaltar la problemática que tenemos debido a la división de las asignaturas que presenta el plan de estudios, el solapamiento de contenidos, y la diferente consideración que tienen las asignaturas según la carrera en la que se curse, con el consiguiente problema en los cursos altos sobre conocimientos que tienen los alumnos en cursos anteriores
